Double Standard

It would allow her to put Ethan and I on her badass, inexpensive state health insurance, which would save us $200-300 a month in insurance premiums. So while researching what exactly we had to do, I found the following:
The requirements for Opposite Gender Domestic Partnership is a photo ID, proof of residence, your signature acknowledged by a Notary, and then pay a $35 fee.
The requirements for Same Gender Domestic Partnership is a photo ID, Social Security number, proof of residence, certified birth certificate, Names of both parents, with correct spellings, including middle names and mother’s maiden name, and pay a fee of $115.
This pissed me off to no end and I want to know why there is a difference in the requirement.
